Now in order to legalize (health, origin, etc.) certificates, representative letters and invoices at the Consulates of Qatar and the UAE, it is not enough to certify them with The Ukrainian Chamber of Commerce and Industry. Therefore, all documents listed above must be certified with a notarized affidavit and legalized first in the Ministry of Justice of Ukraine*, then in the Ministry of Foreign Affairs of Ukraine*, and finally at the Consulate of Qatar or the UAE. Basically, all the documents accepted have to be in English or Arabic, which means that you will need to undergo the double legalization for such kind of documents.
When submitting documents for legalization to the Consulate of Qatar, the cost is calculated as a consular fee for each document in the affidavit + consular fee for the affidavit itself.
When submitting documents for legalization to the Consulate of the UAE, the Consulate may request some additional documents (for example, contracts, company statutory documents, invoices, etc.)
For Qatar and the UAE, the cost of the consular fee for invoices is calculated on the basis of the amount indicated in the invoice.
* To legalize the above mentioned documents in the Ministries, the company should issue the official letters and a power of attorney for our employees.
When submitting diplomas to the Consulate of Qatar for legalization*, a certificate** from the university confirming the fact of study must state that there was a full-time form of training. The Consulate of Qatar does not accept diplomas on correspondence or part-time education.
* For the purpose of legalization, the document holder must provide Power of Attorney issued at the notary office together with original documents to be legalized and the copy of his/her passport.
** The certificate** from the university confirming the fact of study must also be legalized in the Ministry of Justice and the Ministry of Foreign Affairs of Ukraine, as well as in the Consulate of Qatar. Without this certificate, the Consulate of Qatar does not accept educational documents for legalization.

Starting from May 22, 2017 the minimum term for apsotillization of educational documents with the Ministry of Education of Ukraine is 20 and 30 working days. Please, pay attention to this fact and do not put this issue on the back burner.
Please be advised that the issuing authority for residence certificates (place of residence registration) has changed. Now such certificates are issued by the Department of Registration Services of the City Council of the region or district where the person is registered. At the top of the document, there must be a letterhead with full details and contacts of the issuing authority, and the document must contain the reference number, signature, surname and initials of the official, and the official seal as well. The document is apostillized at the Ministry of Foreign Affairs taking 2 to 20 days, depending on the availability of a signature sample and a seal sample in the MFA database.
